Overview of a conversation with Ron Yob 04/03/2003
From the Holland Sentinel 1/31/1999 "Yob says once recognition is established and compensation authorized, the tribe will receive 20 percent of the compensation funds for its use while 80 percent will be spread among the documented tribal members."
"Tribe may consider Casino...In a letter to a congressman, Yob outlined the tribe's wishes to provide services in health care, elder care, education and housing for its members. Many tribal members, he said, enroll in other area tribes that are federally recognized to qualify for BIA education programs." Hmmmm!!! Sound fishy to me. Under PL174 (Michigan Indian Tuition Waiver) which is a result of the Comstock agreement (circa 1934), ALL indians in the State of Michigan will be provided an education.
The guidelines for federal recognition of an Indian Tribe is set forth in 25 CFR part 83. Pay particular attention to part 83.7

There are 45 treaties with the Chippewa and 22 with the Ottawa listed here: Treaties with Indian Tribes of the U.S. Read at your lesuire and apply the cannons of treaty construction to them. The language is difficult for a person without a law degree (today) to understand, so keep in mind that the people signing these treaties didn't understand English at all.
The Cannons of Treaty Construction:
1. Treaties must be liberally construed to favor Indians, 2. ambiguous expressions in treaties must be resolved in favor to the Indians, 3. treaties must be construed as the Indians would have understood them at the time they were negotiated; and 4. treaty rights legally enforceable against the United States should not be extinguished by mere implication,
